Breakker could be considered a dark horse for the 2025 men's Royal Rumble match, but if Gunther wins the World Heavyweight Championship at SummerSlam this year, he's virtually guaranteed to hold it through WrestleMania 41 at the earliest.
Both Breakker and Gunther are heels at the moment and a babyface turn shouldn't be on the horizon for either of them, so a 'Mania match between them wouldn't work unless Breakker reigned supreme in the Rumble and choose to challenge for SmackDown's top title instead.
Regardless of whether he's still intercontinental champion by WrestleMania, Breakker belongs in a high-profile matchup on the card. There's any number of opponents he could have (including the aforementioned Seth Rollins rivalry), but the grander goal should be grooming him for the world title picture by SummerSlam season.
At that point, if everything plays out accordingly, he should be ready for a run in the main event scene. Breakker is a bona fide future world heavyweight champion, but it's imperative WWE nails his ascent to ensure he lives up to his full potential.
